So this was a new unit when I received it however the fan didn't spin. When I put the belt back on, it didn't have enough friction on the pulleys to turn the fan.

The reason is there isn't a tensioner on the belt and so if any weight is put on the machine, it can force the bottom to bubble(bend) up towards the center and that would cause the belt to loosen further yet.
